No, you don’t pay council tax on a static caravan used as a holiday home, because it only applies to your main residence. This guide explains when council tax does apply, the so-called tax loophole and the bills owners pay.
Why Holiday Caravans Don’t Pay Council Tax
Council tax is a tax on homes that people live in. A static caravan on a holiday park is a holiday home, not a main residence, so it isn’t banded for council tax. If you have a main home elsewhere, that’s where you pay it.
Instead, the holiday park is assessed for business rates. Privately owned holiday caravans are included in the park’s overall rateable value, and the park operator pays the rates. Most parks then pass a share of this cost on to owners through their site fees.
On Laver Leisure parks, your rates are already included in your annual park rent, along with the water you use and VAT. You won’t receive a separate council tax or rates bill for your holiday home. Our guide to static caravan site fees explains what park rent covers and how much it costs.

When Do You Have to Pay Council Tax on a Static Caravan?
You only pay council tax on a static caravan if it becomes your sole or main residence. That rule applies on any park, holiday or residential.
East Lindsey District Council, which covers Ingoldmells and Chapel St Leonards, may treat a caravan as your main residence if, for example:
- You own another home, but someone else lives in it
- You stay in the caravan for most of the park’s open season
- You can’t show that you live somewhere else
- You don’t pay council tax at another address
The council also says that receiving post at the caravan, leaving when the park closes or staying elsewhere overnight doesn’t, by itself, stop it being your main residence.
Do You Pay Council Tax If You Live in a Caravan?
Yes. If a caravan is your main home, council tax applies, just as it would on a house or flat. People who live in caravans full time usually do so on residential park home sites, which have planning permission for permanent living and are banded for council tax.
Holiday parks are different. They’re licensed for holiday use only, so you can’t live in a holiday caravan as your main home. Our parks are open from March to the end of October, and some stay open until the end of November. Outside those dates, the parks are closed for the season.
If you’re thinking of buying, our guide on how to buy a static caravan explains what to check in the licence agreement.
Is There a Static Caravan Tax Loophole?
No. The “static caravan tax loophole” is a common myth. The idea is that you can sell your house, live in a holiday caravan all year and avoid council tax. In reality, it doesn’t work, for three reasons:
- You’d still owe council tax. If the caravan becomes your main residence, the council can bill you for it.
- It breaches planning rules. East Lindsey District Council says that living in a caravan as your main residence on a holiday site breaches planning permission and may lead to enforcement action.
- It breaks your licence agreement. Holiday park agreements allow holiday use only.
Many holiday parks ask owners for proof of their main address each year, such as a copy of their council tax bill. You’ll find more about owning with us in our FAQs.
There is one genuine tax difference. When you buy a static caravan, you’re buying the caravan rather than the land it stands on, so there’s no stamp duty to pay as there would be on a house.
How Much Is Council Tax on a Static Caravan?
For a holiday home on a holiday park, council tax is £0, because it doesn’t apply.
If a caravan is someone’s main home on a residential park, it’s placed in a council tax band like any other home. Most are in Band A, the lowest band. The exact amount depends on the local council’s rates for that year, so check with the council for current figures.
What Bills Do You Pay on a Static Caravan?
While there’s no council tax on a holiday home, there are other running costs to budget for:
- Site fees (park rent): your yearly charge for the pitch and park services. On our parks, this includes rates, water and VAT.
- Gas and electricity: electricity is metered for each home on our parks and invoiced after the season.
- Insurance: every home on our parks needs a fully comprehensive policy. Our guide to static caravan insurance compares the main providers.
- Servicing: an annual service, gas safety check and winter drain-down.
- TV licence: your home TV licence usually covers your static caravan, as long as nobody watches TV at your home and the caravan at the same time.
- Finance repayments: if you bought on finance. Our guide on how to finance a static caravan explains how to plan for these alongside running costs.
Summary
You don’t pay council tax on a static caravan used as a holiday home, as long as you have a main home elsewhere. The park pays business rates instead, and on our parks these are already included in your park rent. Council tax only applies if a caravan becomes your main residence, and you can’t live permanently on a holiday park.

Frequently Asked Questions
Do I have to pay council tax on a static caravan if I have a main home?
No. If you have a main home where you pay council tax, you don’t pay it again on a static caravan you use for holidays. Council tax is only charged on your sole or main residence.
Do you pay council tax on a caravan park?
Not as an owner of a holiday caravan. The park operator pays business rates for the whole park. The cost is usually passed on through site fees. On our parks, rates are already included in your park rent.
Can I live in my static caravan all year round?
Not on a holiday park. Holiday parks are licensed for holiday use only, and most close for part of the year. Our parks are open from March to the end of October, with some open until the end of November.
What are the pitfalls of owning a static caravan?
The most common pitfalls are underestimating the yearly running costs, not checking the park’s age limit, and assuming you can live in a holiday caravan full time. Check the site fees, the licence agreement and the park’s rules before you buy.
What is the 10-year rule for static caravans?
Many parks set an age limit on the caravans they allow on site, sometimes called the 10- or 15-year rule. Limits vary between parks. On our parks, homes can stay until they’re 30 years old, or 25 years on Beechways, The Bay on Golden Sands, Majestic, Haven and The Wolds.
